Commissioning of built objects

For the commissioning of buildings and structures after completion of construction and installation works an acceptance certificate for the operation of facilities needs to be obtained. The process of obtaining this certificate is regulated by the Administrative Regulation on the provision of public services for the commissioning of buildings and structures completed by the construction (reconstruction) approved by the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan “On approval of certain administrative regulations for the provision of public services in the field of architecture and construction” dated May 18, 2018 No. 370.

To obtain an acceptance certificate for the operation of facilities, the applicant contacts the Public Service Centers on an explicit basis or through the EPIGU (Unified Portal of Interactive Public Services of the Republic of Uzbekistan), fill out a questionnaire and pays a state fee in the amount of 30% of the minimum wage. A branch of a state-owned enterprise of the land management company and real estate cadaster (hereinafter - SC) examines the object on site, conducts a technical inventory and prepares a draft act of acceptance for the operation of the facilities or refuses to prepare a draft act indicating the specific reasons for the refusal referring to the norms of legislation within 5 working days. SC branch approves acts with the following state bodies:

• Departments of construction of cities (districts);
• Territorial bodies of state sanitary supervision, territorial bodies of state fire supervision, territorial inspections for control in the field of construction.

The approval of acts in the above bodies is carried out within 3 working days. After obtaining approval, the SC branch within 1 business day completes the state registration of rights to real estate and sends the act and extracts from the State Register of Rights to Real Estate to the applicant through EPIGU or to the Public Service Centers, depending on the way the applicant applies.

The Public Services Center within one hour after receipt of the act and extract from the State register of rights to real estate sends them to the email address of the applicant and notifies the applicant through an information and communication system.
